CS FOR SENATE BILL NO. 119(FIN) "An Act making and                                                                              
amending appropriations, including capital appropriations,                                                                      
supplemental appropriations, reappropriations, and other                                                                        
appropriations; making appropriations to capitalize funds; and                                                                  
providing for an effective date" was read the third time.                                                                       
                                                                                                                                
Senator Coghill moved that the bill be returned to second reading for                                                           
all amendments offered today. Without objection, the bill was returned

 Delete "It is the intent of the legislature that the University of

savings resulting from construction of the new plant shall be used to                                                           
offset University revenue bond debt service for the University of
